Updates to the Display for Refund Pass Feature

The location of the "Refund Payment" button and "View Charge on Stripe" link have been rearranged to make more sense. Also, there's now a tooltip next to the "Refund Payment" button that explains that clicking the button doesn't automatically issue a refund. They're told they need to enter the refund amount first.
