New option to disallow customers from canceling

Now you can opt to prevent customers from canceling a reservation in a class, on a course-by-course basis. Admins can edit a course to make this adjustment under the list of reservation options. The confirmation/reminder emails sent to the customer will not include an option to cancel the booking if it's not permitted.
